Rule n ° 1:

The contracting authority is not required to verify that the candidates have read the electronic messages assigned to them via the dematerialisation platform.

Rule n ° 2:

The electronic signature of the zip file is not worth signing the documents contained in this file. Candidates must sign not only the ZIP file but also all documents in the zip file

Rule n ° 3:

In a negotiated procedure, the contracting authority must negotiate with all candidates, including those who have submitted an irregular or unacceptable tender. On the other hand, the contracting authority is not obliged to admit to the procedure those who have lodged an inadmissible application.
