How long does it take for a candidate to justify his abnormally low price?
Rule n ° 1 :
A period of 4 days - including two days not worked - is sufficient to allow the candidate whose tender is suspected to be abnormally low, to specify the elements likely to justify the proposed price.

The candidate whose tender is suspected of being abnormally low must provide justifying evidence, in particular accounting.
Rule n ° 3:
The lack of motivation by the contracting authority of the decision rejecting an offer as abnormally low constitutes a breach of the obligations of transparency and competition. However, such a failure is no longer established if the reasons for that decision have been communicated. to the unsuccessful candidate on the date on which the judge rules and whether the time that elapsed between the communication and the date on which the judge ruled was sufficient to allow the candidate to usefully contest his eviction.
